I couldn't believe any editor would have let that story stay in, but I wonder now if she was afraid the construction workers would out her eventually, so some political fixer pal told her to "get ahead of it" and "put a positive spin on it" and that's why she included the story.
Perhaps killing animals makes her feel better about herself. She could have taken the dog to a shelter to be re homed or to a good dog trainer. She doesn't strike me as a nice person. I do believe you are correct about "getting ahead of it"
